Is what the sage doing counterproductive?

I mean I understand the biggest point here is that the sage is entrusting both naruto and Sasuke instead of just how he did ashura, but isn't this still setting up for the cycle of hatred to continue between Indra and ashura's reincarnation? Sasuke clearly did not say something bad to the sage or something that would be greedy unless the sage was expecting and wanting an Indra type answer from Sasuke, but the sage entrusts Sasuke for a reason so maybe Sasuke will cooperate with naruto and maybe Sasuke said that he has things he cares about that he wants to protect and that will be team 7 and that will be revealed later in the story I guess or Sasuke said he wants to rule with his power since this is a time where power runs everything.

But what I am saying isnt this still kinda building up for naruto vs Sasuke and an inevitable battle that can kill them both? Naruto did say if they fought they'd both die and naruto knew there was something inside both of them so all that is clearly connected. I just think this is literally asking for naruto vs Sasuke in an ashura vs Indra type battle to happen. Unless kishi makes Sasuke cooperate, I just can't see Sasukes character allowing naruto be his equal or superior

I think wether or not Sasuke's answer was negative, or positive in his eyes, he putting it in the hands of fait. Feeling as though ha messed up as a father the first time around. Notice how he talks about the natural flow of things.

He's only fixing his mistake. He's giving them a fair chance this time, hence why "The rest of the decisions will be up to you two."

Hagaromo knows he set up the Uchihas and Indra for a bad place in history and averted Ashura's dream because of it, and he is fixing that mistake by not forcing Indra to join Ashura, but by giving them the option to join each other.

No, because inheriting the Sage's will only in one son was what triggered the cycle of hatred.
