Ofcourse she's useful.Tsunade is capable of going into combat herself and also supporting others. Her strongest point is her medical ninjutsu which is always useful in battle, Especially since she's praised for it.

If it wasn't for her the 5 kage fight wouldn't have lasted as long as it did. Besides her own tremendous prowess she has a monster summon which can tank even Chou Shinra Tensei, And also (Like Tsunade) Heal anyone she's assigned to heal by her summoner.

She has knowledge over almost everything. If that doesn't make her useful than almost every NV character isn't.

Not really. Madara got fooled by it at the end of a long brutal 24 hour fight-which is why hashirama used it then.(props to hashirama for using his head!) The reason why tsunade falling for it was so stupid is the fact that she punched through "Madara" so easily. The minute that happened, she should have realised something was up. When Tsunade and Ay were telported to the battlefield(by Mabui's "speed of light" teleportation technique) Madara was able to react to both of them fine. The fact that she was able to land a hit on madara so easily should have raised alarm bells. Luckily tsunade had her advanced healing techs...

Now knowing I grew up in the hood and still live in a town "considered" to be hood, I can tell you that not having a strategy isn't really that bad for a thug. They pretty much fight until they win, what ever it takes.
