Shifting has been shown to be just as fast as FTG, so no way in hell would the Totsuka blade be able to get Sasuke while he is using shifting.

Sasuke's jutsu only teleports, it doesn't actually hurt the target.. Sasuke would have to perform another action to the opponent after they are teleported & that small split second gives the opponent time to counter/react/defend themselves.

Although, can Sasuke make someone switch places with a portion of Lava in a volcano? If so, they'll be in trouble. (o , o)

Who can react to it? Kaguya and MAYBE Naruto (depending on how he uses it), that's it, Madara couldn't react to it.
