According to this site, Hiding in Water Technique is similar to the Hiding in Earth Technique, it seems to be a specialty of the village's ninja.

Is this technique really useful and allow stealthy attacks?

Also, do you think a Suiton user such as Zabuza can use it?

Yes, I think Zabuza can use it, But It is definitely a fodder move.
You can only use it if it has rained recently and etc.

But Zabuza has no need for a fodder tech like this. He has his Silent Killing.

If it's used right. When the demon brothers used it they did it after it hadnt rained in a while so kakashi used spatial awareness and common sense to figure it out.
It would honestly surprise me if Zabuza didn't already know this jutsu. Hiding in Mist just worked better because it essentially blinded the opponent instead of just concealing himself.

Using the environmental conditions as an advantage is quite common among the ninjas.....zabuza in that respect is a very skilled ninja.....
