i can do a bio i look at the rules and makes it seem like u got to be bill gates to make a bio not to mention do you have to base it off a character from anime;s tv or can it be a fictional person???

That should be self-explanatory. You can pick any cannon/non-cannon character (however for non-cannon ones that are already taken, permission must be asked to the current owner). For cannon characters, please look into the rules about that character and also if you want to give a non-cannon bio a KG or ability is looking into the rules advised so you know what requirements they have.
