Is there a "Hiraishin Realm"?
Bee might just have a point. Kamui, both versions, are connected to the same realm.
Could it be that EVERY S/T jutsu concern manipulation of different dimensions?
Kamui:
Summoning Techniques:
Dimensional Genjutsu?:
Edo Tensei:
And then, finally, the Hiraishin:
Minato seems to have changed body position between the moment of his teleportation and the moment of attack, which is the very next INSTANT.
Obito has not managed to move his fingers, or reactivate Kamui.
Minato has extended his right arm, moved his left arm into position to catch the Hiraishin-kunai, and seems to have moved his legs to a more crouching sort of pose.
More proof:
A doesn't move a muscle, (apart from completely extending his arm, which he was in the process of doing in the last panel) his only reaction is to be stunned.
Minato has assumed a crouched position, the better to jump somewhere quickly.
Again, A hasn't moved, but Minato now has a kunai ready to stab him with.
Perhaps the best example:
From a slightly turned, standing position, Minato now crouches, facing forward with both hands raised to stab Bee with a kunai. A hasn't reacted (could be shock), Bee utilizes Minato's momentary comment to move a sword into a defensive position, but that happens JUST a moment later.
And MORE:
I'm going to go out on a limb here and say that Minato doesn't usually assume that sort of pose while in combat, or while his student is in a battle to the death.
With all this in mind:
Could it be that there is a timeless "Hiraishin Realm", in which Minato can assume a better position to attack opponents? Perhaps one which allows viewing of the outside world, like Obito's partial Kamui? Is THIS what he means by "Level Two"?
It's either that or him being able to use Hiraishin to control his position and momentum...

Kamui:
Kamui is a given, it transports the user's body(or target's) either partially:
Or totally:
To the Kamui Realm. Or out of it:

Summoning Techniques:
ALL Summoning Techniques concern taking the summons from their place in their home dimension.
I'm still not sure if they're in the main dimension at all times or if they have their own, separate but interconnected one. There IS, however, a particular route to their domain which can be traversed. The known summoning realms (Myōbokuzan, Shikkotsurin, Ryūchidō) are certainly not on any map. Apparently Myōbokuzan can be reached through thirty days of travel, but whether the travel is to some sort of fixed dimensional portal or to an actual same-world location is debatable.
The local flora and fauna are certainly NOTHING like what's present in the main realm of the Narutoverse:

Dimensional Genjutsu?:
Some advanced genjutsu, even, seem to take their targets to separate dimensions for some nefarious purpose.
Tsukuyomi takes its target to a dimension where the user controls everything, and is used for torture though it could conceivably be used for other things:
The Toad Confrontation Chant (better known as the Toad Song) seems to take the target's mind to a separate dimension, similar to Tsukuyomi, while their body/bodies are immobilized:
According to Narutopedia, it can transport any number of targets at once, each to their own world, where they have no possible means of contact. Creating dimensions is EASY, it seems.

Edo Tensei:
The Edo Tensei summons a targetes shinobi from the REALM of the SHINIGAMI, meaning that it DOES transport people across dimensions.
And then, finally, the Hiraishin:
