konohamaru's rasengan is uber small but for effect does big damage.
naruto's/jman base rasengan is the size of a water ballon and when first shown it was crazy. now its **** compared to odama(cho odama,senju cho odama, etc)
minato's base looks like odama but compared to when naruto used it on itachi's clone it was underwhelming.
and now that it has all these variants(planetary rasengan,biju rasengan, rasenrengan, rasenshuriken,) regular rasengan is meh. yet for some reason he uses it for plot(deva path, obito, third raikage, etc)

Yeah it's all about the rotativ chakra. In a way, it works like a Tailed Beast Bomb since it explodes when it makes contact with something

that's what i'm saying. it was for effect. the strength of rasengan depends on plot. if the enemy is supposed to appear strong it gets slapped away(pain vs rasenshuriken) but when it comes time to kill said enemy damage goes through the roof (pain vs base rasengan)

It's Naruto's primary technique and enough powerful that Naruto usually uses it as a finishing blow...
One thing from my side is that, it's better than Chidori...

I think like any Jutsu the amount and quality of the chakra you use will change its abilities. For instance Naruto hit Obito in the face with a rasengan and it really didn't do much.

Well Obito said his mask was not ordinary and made for battle or something. I think it smh protected him against the real impact a usual rasengan should do. Remember a small rasengan on his shoulder was enough to push him back badly on the floor, and Minato's rasengan destroyed his arm completely
