Is the part 1 better than part 2 in term of story-line?

Better than last quarter of the Shippuden for sure...

part 1 was a hundred times better than that pile of garbage , the fights were basic and it felt like actual Ninja , and the story was about Naruto and team 7 , and Naruto's dream of becoming Hokage , and series was more about exploring the NV which was cool

shippuden started good in rescue the Kazekage arc , but then when it started focusing more on "retrieving Sasuke" , the series turned to shit , Naruto was acting like a gay , all he thinks about is "Sasuke , Sasuke , Sasuke , Sasuke" , as if he was eager to suck his D

Sasuke and Sai arc was a waste , especially since Sai was irrelevant character through the series ,they wasted a whole arc to show Sasuke's pretty face , and how Naruto loves his love boy so much

Hidan and Kakuzu arc was good ,

but when Itachi's pursuit came , it felt like the plot have split in two individual stories , the story of Naruto and his yaoi desire for Sasuke , and story of Sasuke's desire of taking revenge

Sasuke's story was interesting . and I didn't give a shit about Naruto and his yaoi desire , but his struggles with the Akatsuki was also interesting , but in this arc , Naruto was dogging Sasuke like a gay , and I was expecting team 8 to have fight scenes,

the pain arc was awesome

and I agree with you , the series have really lost it's potential since the Five Kage Summit arc

Part 2 was better than Part 1 up until the Kage summit, afterwards it went spectacularly downhill. I think they are on par overall.

more characters were receiving development in part 1 so on that front it was really good and i'll say thats were part 2 somewhat fell short. but overall, personally i enjoyed part 2 more

Yes, Part 1 is overall the better. It was unique and promising, especially because the fights were not about who had the flashiest or big bang attacks. It was about intelligence and strategy. It was just a fresh story and had unique characters, who I loved.

Then came Shippuden, which had its highs and lows. But overall, Shippuden killed what I loved about the series, including the 4th Shinobi War and the ending, which was based on Dragonball Z fights between Gods. Then you have the pairing wars and the pairings that became canon, which were god awful.

I will also love Part 1 and I have to admit that there are some parts of Shippuden that I love too like Naruto vs. Pein.
