Is the Leaf village run by morons?

Ok this question has to do with 3 different things I noticed about the Leaf government.

1. Promoting Genin to Chunin
As you know during the Chunin Exams in part 1 only Shikamaru was promoted to chunin. But the speech Hiruzen gives after the Chunin prelim battles, makes it seem that anyone at anytime during the finals could be promoted. Promotions are decided by village ninja and daimyo or their respective nations. Now we know that Sasuke, Naruto and Neji were not promoted despite the 3 of them fighting at chunin level and all being recognized for their talent.

My question is why weren't they promoted? The Chunin exams are not just about promoting Genin but also maintaining military strength. Seeing how Kakashi and Itachi were able to make Jonin and Anbu at the same age as Part 1 Neji, Naruto and Sasuke; it seems odd the Leaf council didn't promote them. You have 3 ninja (2 confirmed geniuses) who are heirs to 3 of the 4 strongest founding clans of the Leaf village; Uzumaki/Senju (Naruto), Hyuga (Neji), Uchiha (Sasuke). Who does it help to sideline rising talent/future defenders and money makers for the village by continuing to give them D-rank missions? Catching cats and pulling weeds out of gardens are not the best use of any of the aforementioned Genin's skills.

In part 1 and 2 you have chunin such as Kotetsu, Izumo, Iruka, and Mizuki. Fodder ninja with limited applications who somehow got promoted to chunin. How? Who is making decisions for promotions in the Leaf Village?!


2. Why did no one train Naruto to control the Kurama in the Leaf village? Gaara learned to control and use Shukaku, Yugito and Bee learned to control and use the 2 tails and 8 tails, Yagura was the Mizukage and jinchuriki of the Hidden Mist; presumably he could control the 3 tails and so on and so forth. Why did the Leaf village seem totally in the dark about instructing Naruto to use Kurama's chakra? It's not like it was some sort of secret who the jinchuriki was in the Leaf. How does every other village have a way to temper a jinchuriki but the Leaf was lost on the whole thing?


3. Why does Kakashi never use his Sharingan to suppress the 9 tails chakra? Instead he relies on Yamato + 1st Hokage necklace and Jiraya seal stamps. Obito put the nine tails under genjustu with one sharingan (his natural), Sasuke suppressed Kurama with 3T sharingan, Madara tamed the 9 tails with his MS/EMS. We know Danzo impanted both sharingan and hashirama cells so he could potentially control Naruto in the future, but why does Kakashi never use his sharingan to that effect? It's not like it's a secret to Leaf higher ups what the sharingan can do to tailed beasts. Guess he was too lazy to try.

1 I think) As for Naruto not being promoted, I think it was so that they could have more control of their Jinchuuriki, though he never was the best to lead a team at that stage.

2 maybe..) I dunno about the others, but Kishi cockblocked Naruto's growth.

1. Don't bother about it too much. At least in part 2, Neji was a Jounin while everyone else was a Chuunin. If Sasuke was still in the village, he might have been a Jounin too.

2. I agree with you on this one.

3. Might have been too lazy and probably doesn't even know how to use the Sharingan to see Kyuubi in Naruto? Lol

Sasuke escaped by that time, he'd definitely became a Chuunin.

And how would Kakashi suppress Kyuubi's chakra when it's on rampage? It's simply genjutsu doesn't work on that moment, it's the same as he's perfect Jinchuriki at that moment.

Kurama simply just isn't any other Bijuu, it is the most strongest and angriest.

Why you even complain ? If you don't like the story, then go ahead and stop reading/watching it.

1. I guess Village Elders/Jounins felt that Naruto was not capable to become Chunnin at that time plus Oro's invasion interrupted everything.

2. Hiruzen promised to keep Naruto's identity as a secret. Also to keep Naruto safe from Minato's enemies, Hiruzen kept the secrets as much as he could (even he forbade Villagers to talk about 9-Tails incident). May be Hiruzen was waiting for Naruto to grow up a bit more & then train him but sadly Hiruzen died before the right time comes up.

3. I am not sure about it but I think - Since Kakashi was not a natural sharingan user & has low stemina with sharingan so may be he was not suited to supress 9-Tails. Therefore he relies on Yamato' wood style or Jiraiya's seal. Also Danzo can not be trusted since he was always planning to take Hokage title.

Here's the biggest problem with the chunin selection process.
Phase 1 is an intelligence gathering and pressure test.
Phase 2 is a survial test in a dangerous location where your objective is to find a matching scroll and not die.
Phase 3 is a tournament set like the Budokai's from Dragonball.

Once you make it to phase 3, it is your combat ability and aptitude that the genin are judged on. Not the genin's previous 2 challenges. Doesn't that seem counter intuitive to anyone else? Yeah, your job as a ninja is to faithfully, stealthy and efficiently carry out your mission. But we're judging you now on how well you fight one on one in a closed arena against another opponent. And even if you win every fight, there is still no guarantee you'll be promoted.

The final phase of the chunin exams just seems dumb, if anything the survival test/phase 2 should be the pass or fail test genin are judged on.

^ being stealthy is implied by them being ninja. I know things in Naruto have taken a turn for DBZ lately, but stealth, subterfuge and silent killing USED to be a thing in the Naruto-Verse. Now it's all about 'splosions!

The Hiruzen administration was utter Sh*t. Killing off your strongest clan and strongest Kekkei Genkai, great move there Danzo. Hiruzen and co didn't even stop him. Now all they have left is the Byakugan. After Naruto, Sasuke, and Kakashi die, Konoha will be the weakest village

1. I think it has more to do with their understanding and wisdom. Neji was an arrogant egomaniac. Sasuke was a deluded avenger. Naruto was a moron.
Chunnins have the duty of watching after their own team of academy ninja(or is it genin?), who'd want those 3 to lead the youth? That's insane.

2. They're idiots.

3. Because he's a fodder nonchiha. Kishi didn't intend to fist kakashi this much in the recent chapters so he went with the manga logic he established, back then.

the foolishness displayed by Konoha's leadership lied in them consistently making decisions based on fear and not profit. If they were wiser, Konoha could have very well have been in contention for at least 2nd place standing in their world.

Pretty much this. Compared to the bizarre and unique abilities displayed by ninja in other villages; Konoha doesn't have much going for it if it loses Naruto, Sasuke and Kakashi. Guy + Lee and Hyuga are cool but so are several ninja from the Cloud, Sand and Mist villages. The Leaf doesn't have the fire power other villages do since it's strongest clans are nearly extinct.

I agree with 2 and 3

@Bold: Well with greater responsiblity, Naruto, Neji and Sasuke's mentalities could be tempered and focused. Remember promoting ninja is about building and maintaining military strength between the villages. It's why the final tournament is a public event that includes leaders and kage from other villages. So they can scope out upcoming ninja from different villages.

They promoted Shikamaru despite his lack of ambition and lazy temperament. Recall Shikamaru's scores in the Academy were just as bad if not worse than Naruto's. While Naruto tries and fails constantly, Shikamaru opted to not try at all in school. The examiners saw the makings of a leader in Shikamaru but neglected the other things that matter to leader (by Kotesu and Izumo's own criteria); which was protecting their squad. Shikmaru is smart but not powerful. The shadow justu gets weaker and weaker every time Shikamaru uses it; therefore it is not dependable. The retrieve Sasuke arc, highlights the problems with making Shikamaru leader. He could not protect his team or himself in live mission where death was a tangible possibility. As a leader, Shikamaru bares the responsibility of his team's near death and his own inadequacies at defeating his own opponent (Tayuya). Granted, fodder chunin like Kotesu, Izumo, Mizuki and Iruka would've been curbed stomped by the Sound 5 also.


I see the education of Leaf ninja as a failure to adequately equip their ninja with the skills they need to survive. With the exception of Guy, the Leaf sensei didn't do enough to prep all their students for the hard life of a ninja. Kakashi and Asuma know better than most what kind of life these kids would live. While Kurenai was young and recently appointed to jonin.

1. Wasn't just based on fighting skill but the ability to lead
2. Minato/Hiruzen. Also fear of Kurama
3. Kakashi's chakra levels. In part 1 he'd be in bed for a week after using the sharingan

This about Naruto not being chūnin material is so f-cking retarded people should feel ashamed if they agree with that.

1. Not every chūnin leads a team. In fact, the vast f-cking majority don't.
2. Naruto beat his opponent, Neji, who was a genius, and then beat Gaara and saved his comrades as well as the village.
3. Naruto was acknowledged and taken on as an apprentice by Jiraiya, one of Konoha's living legends at the time.
4. Naruto had signed the toad contract, i.e. he became a serious asset to Konoha.

There was every damn reason for Naruto to be promoted to chūnin. The reason he wasn't was because Kishimoto chose not to.
