We see that, when luffy was pumping his muscle his design on his neck changed which means if luffy pumps his muscle more and more with a better control of haki.

dont think think that is how it works
think that when he enters king kong mode in the anime you see all the designs on his body widing to almost cover him.
I think this is because he is condensing his haki kinda like kuma with his pad pad bubble. luffy has felt condescended power there and from the shells on sky island and usopps shell that dont get shown anymore like nami scooter "rarely"
this many also be the neck movement.
