Is shisui>hashirama?

I mean he has a genjutsu that can control you without you even knowing and does not even require eye contact. All hashi has to do is cross his path and it is over. What do you guys think?

Hashirama has barely any feats most of it is hype by feats Hashi hasn't shown anything that can counter koto.
