PU are those you get with no efforts or sweat, in order to have a power you need totrain for it. Kurama is a PU, but the mastery and control of it isnt.

Naruto learned and mastered sage chakra on his own. Pa only gave him directions, therefore it's naruto's own power. Kurama was not only given to naruto which makes it a handout but he still needed physical aid to help pull the chakra within him to access chakra mode. However through the help of B's bijuu arm and kushina's chakra chain despite it being an handout, it is naruto's own power until he freed kurama to befriend him in order for them to joint as a duo. it no longer becomes his own power but shared power. It takes the effort of two characters to accomplish full bijuu mode feats.
