He didn't keep up with Haku, His eyes were able to catch where she/he went, he was able to predict where she was headed and react. By no means was he as fast.

If he can slow down/stop time, then he is theoretically faster than even Minato.

Wrong theory, if you wanna know how time-slow down works, play Prince of Persia or watch its videos.

Sasuke isn't physically faster, and since it's his rinnegan ability it'll be for a short period of time or will have a weakness. However with real speedsters like Minato, Naruto they move fast every-time, they don't have the physical barriers U_U

Moving fast, is not the same as reflexes.

Everyone and their brother are getting the two mixed up. I have fast reflexes, but outside sprinting I'm a slow train. One does not = the other.

Edit: My stance is he is not as fast as many other characters. This is not saying anything about his Reflexes which are clearly something different

Reflexes have alot to do with speed. As a senior member of track since middle school, I have beaten people who can run faster than me because I get a better start. That makes me faster than them. The two go hand and hand. If car a beats car b in a drag race because it got a better start, youre notgoing to say it had better reflexes

Reflexes require speed, while speed does not require reflexes.

It's as lee said, it doesn't matter if you have the reflexes if you don't have the speed to keep up with them. The fact that he had the speed to react is a feat enough.

Reflexes require ....reflexes. Reflexes can be trained for just come natural. Your body reacts without conscious thought or effort.

Speed is the ability to move across a distance in as short of time as possible. To do this you need a well developed cardio vascular system, a strong lower body and lean muscle mass (or just being lean), it can be done being bulky or musclebound but it takes more effort

One is not the other. You have no basis for argument on this, I'm sorry.

Sasuke has naturally been a fast shinobi, his rinnegan seems to have a unique ability that appears to be a S/T tech. He could also use the rinnegan's chakra jet boots (asura path) for even faster speeds, along with shinra tensei "bursts" for addition acceleration.

as of this chapter he is fastest shinobi. If you all don't understand, minato and tobirama were fodderized by madaras speed. Madara just hyped sasukes speed before being bisected by his chidori sword neg diff.
