In part 1 he kept up with Haku who said he was moving at light speed, and in the databook it says he has the speed of a god...

Speed in general as in utilizing techniques Sasuke pwns haters can claim Minato, but I rather not remind ppl of the beat down Madara handed Minato

well thats still just physical movement unlike ST jutsu .....madara was keeping up with gai just fine, however madara lost sight of sasuke

In part 1 he kept up with Haku who said he was moving at light speed, and in the databook it says he has the speed of a god...

Not to mention the fact that he was able to react to and set up a counter for someone who was hailed as the fastest man alive currently and has been stated to have reflexes on par of that with Minato, who was able to react to a Space-Time Ninjutsu, and this was AFTER said person had already started moving. PSasuke's speed isn't something to just sneeze at.

Officially I'd say Guy and Naruto. Minotaur is if you count using FTG but that's not a base ability so its not really fair. I don't think of Sauce as slow persay, but not among the top speedsters, yet at least.

they dont relate to his physical speed

Have you forgotten that the sharingan also makes the usrr perceive the oppoments movements before they happened? This gets stronger as the user and doujutau does. Learn your stuff buddy.

He didn't keep up with Haku, His eyes were able to catch where she/he went, he was able to predict where she was headed and react. By no means was he as fast.

Kabuto- reacted faster and would have killed if Itachi did not stop him

Lee- gates
Garra- Sand blocks his moves before he can react (why he utilizes sussonso)

So if you can see the particles of light travel, you can automatically react to them?

That's called speed. And i'm not even mentioning the speed feats against Ay, Bee, Juubito, Deidara, Team 7...

As was made adamantly clear during his encounter with Rock Lee, the eyes mean nothing if your body can't keep up. If Sasuke could read Lee's moves, but was too slow to counter, and was able to read Haku's moves and was able to counter, what does that tell you about his speed at the time he was fighting Haku.

Moving fast, is not the same as reflexes.

Everyone and their brother are getting the two mixed up. I have fast reflexes, but outside sprinting I'm a slow train. One does not = the other.

Edit: My stance is he is not as fast as many other characters. This is not saying anything about his Reflexes which are clearly something different

Reflexes require speed, while speed does not require reflexes.

It's as lee said, it doesn't matter if you have the reflexes if you don't have the speed to keep up with them. The fact that he had the speed to react is a feat enough.
