You are looking at this completely wrong. Imagine the Sasuke that fought Kinshiki without Rinnengan.. Sasuke has the speed advantage by far. Durability? Same mode can’t stop a simple chidori.

At what level would the scaling difference need to be in order to put Sasuke ahead, in your view?
As in, would Sasuke need to be 2× faster, stronger, smarter than before or more than that?
Or do you think the difference in the quality of their powers is too great for scaling to ever make a difference? For example, someone like Hayate Gekko would need to be 1000× times faster than the 3rd Raikage in order to beat him, because he would need to land many repeated hits on the same spot to wear down the defence of the latter.

Sasuke never surpassed Madara & even if he did, that wouldn't make him the strongest character. Kaguya was way stronger than Madara, which Sasuke said himself after the Rinnegan in chapter 679
