Is Sasuke passing through Konoha or just arriving?

In 616, we saw Sasuke in Konoha. Can anyone tell if he's passing through or if he's just getting there? I couldn't tell myself but perhaps some of NB can clarify this for me.

he is there because i saw some wooden buildings which were made by yamato which proves that he is in konoha.
