Nar he hasn't been acknowledged by the villages so he isn't worthy. He wants to force his way in and he doesn't care if people disagree, that's a terrible type of hokage.

Plus if sasuke drops his sword he would get 1-panelled and his village would be screwed.

Tobirama and Sasuke's personality is way too different. You may think that they would rule the same, but I don't see it. Sasuke's selfishness could make the other villages hate Konoha. Selfishness is what the current Kage want to change about themselves. They learnt their past mistakes, but Sasuke would just continue the cycle of hatred if he continues down that path.

itachi and shisui were best uchihas so far but even they are more ANBU type and not hokage type...!
