didnt the guy with the byakugan say that danzo already controlled some of them (mizukage)? it seems to be not a direct control, but a strong influence and we can see that tsuchikage either resisted it or wasnt targeted.
i think we will see a short battle with mizukage and friends (with either sasuke hurting the mizukage or escaping) and after that a battle against danzo.
