Itachi was always steps ahead of Sasuke due to being 5 years older. & the thread was asking who's faster, not stronger. Sasuke was close to Itachi in speed before he even awakened the MS.

Sasuke wasn't faster than Itachi until War Arc, after Rikudo Boost.

After that he became at least x2 on foot speed. And well you know he still has Ameno.
And if you are talking about adult Sasuke Im gonna go crazy and say he is at least 4x Itachis foot speed. And still has Ameno.
