I don't want to sound like a character wanker, but is it really all that delayed? Sure, it's not the hyped 3T or MS we've been exposed to for years now, but it doesn't appear to be weak considering it's the very base of sharingan at 1T. She's been able to be quite proficient in casting genjutsu with the aid of it (they make it a point to show her sharingan when she does it), she's been able to track movements even if she hasn't been able to exactly keep up or "find an opening" as she calls it. She's been able to mimic with it just fine (something 2-3T Kakashi became famous for)... To me that doesn't seem nerfed. It actually appears (from what we know) to be the strongest 1T sharingan in the whole series over all.
I mean of course this is debatable as we have characters like Shisui, Itachi, Kagami, Sasuke, and Madara who were all stated to have strong/special eyes even for Uchiha.. but we never really saw them with just 1T. Only Shisui and Itachi were hyped to have been exceptional with their early stage sharingans, but I think that also falls down on skill in general and the ability to utilize a "tool". (which again proves Sarada is just fine with 1T for now and isn't getting totally nerfed.)
