No she isn't. True, Sakura can't contribute in the fight against Kaquya but that doesnt negate her abilities.

We know about her back-story. Her parents are alive and she still lives with them. In non-canon movies/spin-offs her parents have been shown multiple times. Her father and mother where both ninjas but didn't make it past genin.
