That's a Mangekyou Sharingan technique, not a Sharingan technique. If you're talking about the Mangekyou however, then yes, Kotoamatsukami defeats nearly anyone. That's only one set of eyes though, not every Mangekyou has it.

Rikudou Senjutsu uses Rikudou's Chakra whereas the Sharingan uses Indra's Chakra which is weaker than Rikudou's Chakra. Even if both possessed the same amount of chakra, RSM user would have the advantage due to their Chakra Potency and their abilities such as TSB + Onmyoudon and Juubidamas.
