Is Rinnegan Sasuke stronger than Rinnegan Madara?

That isn't the same sort of logic. While EMS Sasuke is stronger than EMS Madara, he isn't stronger just because his rinnegan form is stronger than Madaras rinnegan form. He is stronger because Sasuke has amaterasu and advanced control over it while Madara seemingly has nothing of the like that can compare.

Rinnegan Sasuke is stronger than a rinnegan Madara pre jin because of two reason. One being that we only ever saw Madara ever have two rinnegan while he was edo pre-jin, so his power was restricted by the edo tensei. Two being that Sasuke's rinnegan form also includes the yin symbol, meaning that along with the rinnegan he also has additional powers.

If I would have to say, I would say that Sasuke's eye abilities on the whole are better than Madara's (not necessarily use them better, but are just better abilities (amaterasu and teleporting for example))

Sasuke seems to not be able to spam his Rinnegan ability, and Madara may take an advantage as well.
Plus, Madara won't spam all Limbos at once in order to cover his Limbo cooldown.

P.S.: I'm talking about alive double Rinnegan Madara.

Sasuke needed Naruto's help to defeat One Eyed Juubi Madara, as he couldn't take on his Limbo.
Plus, that Madara had no Gudoudama. From what we've seen, Juubi Jins with no Gudoudama are nothing special at most times. Double Rinnegan Madara has at least 5 Limbo clones. Sasuke is not beating those, unless he finishes Madara before he activates Limbo, which is impossible because of Hashiboob.
