half of what you said was right although even though naruto didn't invent rasengan he made many variations of it such is rasengan barrage, rs, sage art big ball rasengan, that rasengan that he did at the beginning of the war where he put a rasengan above his head and smashed zetsu in it
he also created various ways to use shadow clones since he has large chakra reserves
as far as bm mode he didn't create it but he is probably one of the only people that could take away kuramas hate and use his power to it's maximum potential
sasuke has not created that many more jutsus than different ways naruto uses his powers
it's not about how many jutsus you can create it's about using whatever you have to it's maximum potential
