Hagoromo doesn't really have feats. Madara has the same pair of eyes plus with the addition of the Sharinnegan so I'd say Madara wins.​

You need both Ashura + Indra to get Rinnegan

Sasuke doesn't have Asuhra, yet he has the rinnegan.

Unless you count Kabuto's life technique with Hashiama's cells as Ashura's chakra.

You need the sage's chakra to get the rinnegan, Kaguya doesn't have Indra or Ashura
