The juubi is at the control of obito right now in the manga because it doesn't have a mind to think of its own . And rikudo was considered to be a god by normal humans, not ninjas. There were no ninjas at that period. Any ninja of current era would have been able to pull out amazing feats. Imagine that in reality if someone breathes fire out of its mouth or walks on water. Wouldn't you consider that godly? So, he isn't that powerful. And he created the moon when he had the power of the juubi-not his own power. Exclude Juubi and he is a normal monk

madara didnot alone control it . .obito was also helping him. .now on topic juubi jinchuriki is much more powerful than juubi alone . .since sage was born with juubi's chakra and rinnegan he had control over all the elements and effectively used onmyoudon to defeat it. . juubi has unlimited chakra but it can only fire ordinary bijuudama's. . have you seen juubi using different elements? . .rikudou can easily counter juubi's BD with onmyoudon and rinnegan. .

Having unlimited chakra reserves doesn't make one powerful, one should also have knowledge and specific requirements like rinnegan to effectively use that chakra. .
