Obviously not. As people mentioned above Oda drew and published that picture earlier that the FT drawing was out. Also keep in mind OP started much earlier than FT so it's a little hard for Oda, who has the same style for years to randomly copy another mangaka.

In both cases, I believe the drawings of those two are inspired by other classic novels/stories.

Eiichiro Oda and Hiro Mashima are both members of a generation who grew up obsessed with Toriyama and all things Dragon Ball , and whose styles were forged by Toriyama worship.
