The problem with Gai is most of his 8th gate movement was done by kicking the air, which is probably <1% of his ground speed. We have few examples of him running on the ground except for night Gai. Gai's 8th gate ground speed should be faster than Naruto

I believe might guy is faster then nartuo for acouple of reasons, while in 7th gate when guy rushed Madara he claimed to have had some ribs cracked & Broken you can't expect guy to have gone full throttle after that, Naruto had blitz some quick foes for sure like kaguya but people are forgetting that she was changing dimension that drains a lot of chakra like she stated before & Sasuke distracted her being the decoy.

Think about it to distort the space around you with pure speed with broken ribs while running out of chakra I'm giving it to guy being faster.

Guy blitzed 1 eye rinnegan jj madara with no problems while madara reacted to Rikudo Naruto easily.
