It would not be fair to all the other participants of the chunin exams if he were to participate, he would destroy them all. Tsunade should just promote him to jounin, he has more than proven himself, not just with his strength but his ability to use his head during battle, not on shikimaru's level but he's a lot smarter than most people

Dont know how is possible to make chunin exam with one team member anyway only narutu sakura isnt joining just like sai
If they joined and be one team it would look like this

All it would take for a promotion is have Tsunade convene With the Elders and Top Jonin a council and vote on Naruto getting a Battle Field Promotion. Thats all they have to do.

thats what i would like to see he is the last of his team to make rank, and a battle field promotion would be most fitting for him. naruto, sakura and sai are looking to be this generations next legendary sanin! with sasuke being the teammate to go rouge.

Sannin (3 ninjas) is a kind of a exclusive title given to the team Jiraiya, Tsunade and Orochimaru by Hanzo the salamander at the end of the 3 great ninja war; for their ability it's not an official ninja title...

That may be true but you gotta remember Hnazo isnt from the Leaf meaning the Hokage obv had to give the go ahead on that title or new rank, we havent had anyone else be made a sannin yet so we done actually know if it was made an official rank or not
