Is naruto(base) faster than pain?

he is faster than naruto SM but not faster than naruto KCM mode everything above that is over his speed. He couldn't keep up with the naruto in base mode neither now if you ask me

Base Naruto speed < Deva Path (though this probably will be soon proven wrong too)
SM Naruto speed =/> Deva Path
BSM Naruto speed > Deva Path
