It does, but acid mist is quite a good counter. Boil and Lava release, along with her utterly massive suitons should keep even gated Gai at bay. That's what I think anyway.

So, Itachi isn't a Kage level shinobi because his "base" is technically without the sharingan. Same with Obito, Pre-Juubi Jin because Kamui is an MS ability, not a "base" ability.

Itachi's base skills are near Kage level.. don't know why your spewing stuff like that. . All he gets in his MS form are other techniques. And also, on top of that Itachi has never been declared "Kage level". People aka the fans have put him up there because of his "1 shot" techs.

Obito has Mokuton and Katon that sh*ts on any other Katon shown.. so yes he is still Kage level.

Techniques above base skills and powers are their power and they use it in battles. Why gates would be any different? Gai has them all the time in his arsenal and it is no different that performing some handseals to make a suiton technique or any other thing.

Naruto in Base form can do many Bigi ball Rasengans.. something that surpasses Kakashi/guy easily in their base forms.. So yea. =].

Kage level isn't simply "1 shot techs".

Jounin level is underrated on this base.

Considering that both Tsunade and Hiruzen are supposed to be Hokage level, I don't see why Gai wouldn't be considered Hokage level.​
