Hokage level is a pretty stupid term since there's only 5 hokages and they vary so much in strength.

Hashirama is hokage level and he is also Demi-God Level.

On the other hand Tsunade is hokage level, yet she's only low/mid kage level.

He's obviously stronger than Tsunade and old Hiruzen, but I don't see him beating any of the other hokages though.

So yea in a way he's hokage level, but I'd rather just say that he's mid kage level.
