Is Madara already controlling the Mizukage?

Now obviously the timeline still isnt fully fixed/established with the whole madara/obito thing but i was just wondering; do you think madara is already controlling the 3rd mizukage and ordered the attack on rin/kakashi? or will obito get pissed at the mist shinobi for attacking his friends and that becomes the reasoning for putting the mizukage in a genjutsu?

That could be it i doubt old man madara went there to manipulate the mizukage i mean look at him he said himself he cant leave the place but the other theory is a def possibility +rep

I agree with the Mizukage being manipulated and making Kiri ninjas attack Rin & Kakashi but i doubt it was Madara. Sadly i have no idea who it could be
