All elements have different pros and cons, it largely depends on what you value more for your fighting style.

Lightning has piercing power and how it effects a person's body. It's more like a sniper rifle.

Fire has more raw power, area of effect and lingering damage. It's more like a shotgun.

In the Narutoverse, yes, it is severely underplayed and inconsistent.

Just look at Sasuke's Great Dragon Fire; it had enough explosive force to smash through a building and enough heat to help make cumulus clouds, yet did almost no damage to Itachi when it his his arm. Even if Itachi's arm didn't get blasted off, you'd think that much heat would at least reduce his arm to bone. But no.

ice release gets less respect, anyone who gets frozen as far as I'm concerned is technically 1 shotted. you can survive longer in the most blazing hot desert than you can in the frigid arctic.

Hyoton has tons of potential. Sadly, the only Hyoton jutsu shown was Demonic Ice Mirrors. It was hax, but ice is capable of so much more!
