That's not true. Darui's Lightning shocked all the Black Zetsu in the area. Black Panther/Lightning Beast Running are both long range Raiton Jutsu as well. Sasuke's Kirin came all the way down from the clouds and has a wide area. Not to mention his Chidori Sharp Spear has some range too. You named two justu,OT is talking overall.Lightning can be shaped into many forms but,its used mainly for its agility and assassination
Not too mention Both justu you mention happen to be high ranking justu from a KKG,there not even standard lightning justu

And the chidori thing is not innate that only happens once shape and manipulation are applied to the chidori which itself is not used that way.

That depends on how the user moulds and shape the chakra.

Kekkei Genkai and S-Rank techniques don't necessarily compensate for a nature's actual power. All depends on the user.

But by default, Fire has range and area. Lightning has speed and cutting power.

Fire has the ability to generate Lightning, making Fire Lightning's Predecessor. Lightning on the other hand would be Fire's Successor.

Fire release can also be close ranged, but the question in the OP is fireball vs Chidori, which I say fireball wins cuz he didn't have to get close for that

It depends on the power of the user,for example a Katon user like Madara could probably overpower a Raiton user on the level of Kakashi just by using a technique that covers a wide area.

Both are independent, firstly. Fire ball is a mid-long range technique to take 1 or a couple of people out,while Chidori is a short range technique to take 1 person out through stabbing. I think they are both strong in their own league.

Its really is just a matter of perspective.
