I meant this war and every village has made disputes with each other if you generalise them all.

Kumo's actions were still that of Akatsuki since what did the Akatsuki want? the Bijuus and powerful jutsus which is the same as Kumo. They might not have had Akatsuki members from their village but they did act just like them so I count that just as bad. Kumo not helping other villages such as when Suna asked for help when Gaara was takened, only aided the Akatsuki as well; it wasn't only Kumo in this aspect but all other villages but Konoha.
It is true every village had some type of dark deep but it wasn't all strictly the village vault in some cases. Like for Konoha, Madara attacked Oonoki and Muu which would create distrust with Konoha, Danzo made Hanzo turn on Nagato/Yahiko/Konan which made Nagato join Obito, Danzo was Orochimaru's benefactor so encouraged his experiments on children, women, and jounins and didn't have him kill. He also made the villagers distrust the Uchihas while he made it even worst by having them under watch and taking Shisui eye. Hidden mist had Obito controlling the 4th Mizukage when they were in their dark times.
Orochimaru killed the 4th Kazekage and order Sand and sound to attack Konoha. So Kumo and Rock both were doing bad stuff due to the leaders order without someone else influence in the village. Rock did use Akatsuki because Kumo was amassing power tho.
