Joker is clearly stronger from what we have seen.

We haven't seen much of kuma yet but considering how interesting his ability is and how fast he moves for a man his size it would definitely be an interesting fight.

But I don't think well see that fight ever happen. Doffy bites the dust this arc. Not to luffy but to kaido.
