I don't think we've seen enough of Tobirama's abilities to determine whether or not he's better. I'd say he's probably better with the water techniques than Kisame, but all around, they're probably even in terms of battle.

its hard to say...i mean just the fact that the third could handle both of these ''legends''....kisho really didnt give us a good understanding of their power.....the first could defeat madara bu couldnt defeat a person he taught....hard to say since we didnt see his full abiilities or maybe we did....but we will never know since they cant be summoned again

Yes. Most likely, as practically all of Kisame's techniques are water-oriented and he's a native water style user (originated from the Land of Waves), as opposed to the 2nd being a descendant from the Leaf who presumably trained himself in the art of water-style. So naturally, Kisame would have a cognitive advantage over Tobimaru (which he does, actually). Not to mention that Samehada increases his stockpile of techs + more general power. Any argument that says so otherwise is more than most likely false. I'm more than positive of this. I'm HIV positive in fact (belated +rep for whoever gets the reference).

+ rep, kisame has to puke out water, the second hokage just has to use one hand seal, and water forms out of no where, he can also manipulate the water on the ground to the point he skates upon the water. if kisame puked water, then the second hokage could just manipulate kisame's water and use it against him.​

Tobirama can wield water jutsus without the extra strain of needing to use extra chakra to control moisture in the ari when there is no large body of water to mold into jutsus, so he could most likely use that ocean technique like Kisame.
Kisame has a huge canister of chakra (aka Samehada) and we'll assume he has it when he fights Tobirama. That being said he doesnt need to worry about conserving chakra as he has enough chakra to rival that of a Jinchuuriki (as stated several times in the manga, he was the most efficient at capturing the hosts and their respective beasts)
A man that can defeat and capture a tailed beast and it's host shouldn't be disregarded so easily with "no, he'd lose" and just as well a man that became the 2nd Hokage by being the strongest shinobi in Konoha can't be disregarded just as easily.
The only way to settle this would be to ask Masashi Kishimoto himself.

its deffinitly top notch water style usage by both of them... a lil different style of using it for both of them... the 2nd used it primarily for offense and defense where kisame used it a lot more for misdirection and cover... although his thousand shark technique is my favorite technique out of all ive ever seen
