Is Kisame a better water style user than the 2nd Hokage?

that's not really true,2nd hokage creat water out of nothing yes but he was reputed because he was able to take water from atmosphere .
kisame ,kakashi and darui can use water without water around,don't forgot that suiton is a chakra element.

2nd's hokage's skill with suiton is similar to sasuke raiton skills when he use the lighting from clouds.

In my opinion, Kisame has way more chakra then the second, most likely leading to more powerful attacks, however I'd imagine The Second, being a very powerful ninja as well, would be wiser and more tactical in his offense and defense. I'm going to say Kisame, just because the ninja generations on average are gradually becoming stronger and stronger and Kisame is a few generations ahead.

Kisame is just known for his chakra. Nobody ever praised him for having awesome, or good water jutsu..And if all he can do is summon sharks, create them out of water..and spit out a lake sized water jutsu. Then I mean, thats cool and all..buuuut...who really cares?

2nd was praised for being the best at water jutsu. Not to mention, he could create large water techniques out of thin air in seconds. Its obvious who is more skilled when it comes to manipulating the water element. Anyone with enough chakra can create huge water jutsu from their body. But who has the skill to create it from nothing?

As for VS...2nd again. Not only is he more masterful of water than Kisame, he's got genjutsu, and edo, even if his edo wasnt mastered. I think he could at least summon ONE person. Kinda like how rasengan wast mastered, but still was a possible one-shot kill jutsu. All kisame has over the 2nd is His sword, and MAYBE higher chakra.

I would say no. Tobirama mastered his water style to the degree in which he could pretty much create water style techniques from thin-air. Kisame himself could make lakes from throwing up water and the lakes themselves (like that water-dome technique) absorb chakra themselves. I honestly don't really know who is better at using water style since they both pretty much utilize their water techniques differently to their own advantages.

breathing underwater has nothing to do with how good of a water jutsu user you are... and seeing as how the 2nd can whip up water with no near water source, I'm pretty sure he could create a large body of water in the middle of a desert, though not an ocean. I don't think anyone could turn a desert into an ocean... you know how big an ocean is? maybe a lake, but definitely not an ocean..

we've seen his best attacks in the manga. Sure they were powerful, but nothing noteworthy. They wouldnt have a character get killed off without them revealing their best techs. especially a main antagonist like kisame.
