Is Kisame a better water style user than the 2nd Hokage?

The fight would be endless!

1. Kisame spits out some water jutsu.
2. 2nd Hokage mirrors it right back at him.
3. Kisame absorbs the attack.

HA! The fight would go on & on & on!
If thats the case, Kisame would win because he is neither losing chakra (attack's chakra absorption) nor will he gain chakra (launching water tech. against 2nd Hokage) while 2nd Hokage's chakra will slowly diminish over time.

BUT!

The thing is, 2nd Hokage is smart as well. He would maybe utilize his Space Time Jutsu and to get close enough to remove the Samehada or maybe even go for the kill from the back?

iWas just thinking but iThink Tobirama never really did mastered the Impure Resurrection. The reason why iSay this is because, it took Oro & then Kabuto to complete this jutsu perfectly hence iWas thinking maybe his Edo Tensei was like a prototype form and therefore quite weak? But that's just my opinion.

So my point! Let's just say his Edo Tensei is all that, just like Kabuto's alright?
Who would he summon to help him beat Kisame iWonder?

Hmm, I think he was able to do it, but he could probably only summon like, one person, Kinda how rasengan wasnt a mastered tech, but it still a powerful jutsu

He only created impure world ressurrection, orochimaru completed it and mastered it. He couldnt do the things orochimaru did with the technique. He never got any dna, he never learned how to summon the iwr because he banned the technique too early.

Well, I think it's a draw. Because:

We have in bluuuue corner 32 year old, 195 cm and 83.1 kg tall FISH MONSTER KISAME HOSHIGAKI!!! The water element should be for him more naturaly as for the 2nd. He might new the water from the perspectives, which 2nd can't.

But in the rrrrred corneerrr we have a legend,182.3 cm tall and with 70,5 kg, , legendary 2nd Hokage of Konoha TOBIRAMA SENJU!! , which is most famous for his water element techniques. He's probably older than Kisame and also have been studying the art of water element more then Kisame did. He also is famous for his water techniques.

I don't know enough about Tobirama Senju's water style jutsus to make the comparison. All we do know is what made him so renouned was the fact that he could use techniques where there was no water that almost any other ninja would require large body of water to use. A problem that we have seen Kisame doesn't have a problem with because he can great great lakes out of nothing

So until I know what jutsus Tobirama had in his arsenal, I cannot say
