1 - Naruto
2 - Hashirama
3 - Minato
4 - Tobirama
5 - Kakashi
7 - Hiruzen
8 - Tsunade

Your number 1 should be 8, 2 should be 1, 4 should be 2...

But he hasn't lost Raikiri at all.
Sure he's unable to use it to it's full potential. But he was able to use it before he got the Sharingan, so he can use it afterwards too.

If not the standard one, we can use variants of it.
Eg: Lightning Release: Lightning Beast Tracking Fang, or the one where he makes a shadow clone and joins the 2 Raikiri together.

But like Minato said, it wasn't a complete jutsu before he got the sharingan. When he did get the sharingan, then he was able to use it to its full potential. Now, he probably can't anymore.

I don't think he's the "weakest" . Yea, he lost some of the power that made him one of the top ninjas, but remember WHY everyone knew him. It was because of his sharingan and what he could do with it. And Yea, he was offered his position as Hokage when he was at his prime.

I think the important thing about Kakashi isn't his strength.

He is a Kage who rules during peace and develops the nation.

War or capability to fight are not the primary focus of the new era.

Kakashi developed Konohoa into a technologically advanced and what appears to be a quite large urban center.

So I suppose that if everyone showed up to a rumble that Kakashi would probably lose, however, who was better at leading and developing the village? Kakashi carried on the dream of the 1st better then the 2nd-5th could.

Fortunately (like most real world leaders) Kakashi was surrounded by strong warriors who could protect the village.

In The Last Kakashi is insulted by Sasuke, but it was largely due to Kakashi's role as the 6th that Sasuke was able to protect the village and not sit in jail for the rest of his life.

I would think in regards to leadership the 2nd was the weakest, his only important decisions were appointing the 3rd and isolating the Uchiha.

Will Kakashi be remembered as an epic Hokage, probably not, however he will always be remembered as Kakashi of the Sharingan, one of the five shinobi who helped save the whole ninja world.

No, that's not the case. It's established early on that the Kage is generally the strongest of the village.

Yes being strong is definitely part of the job requisites. Still tsunade wasn't the strongest when the 5th position was being filled...jiraiya was. Being hokage isn't all about being OP as hell. It also takes a tatical leader. You have to have certain traits along with being a powerful ninja.... which kakashi is. Yes hes probably the weakest of the 8 but he's still world renown. He has all the copied jutsu, rasengan, new purple lightening from novel ect. Kakashi is kage level.

Jutsus he copied with the Sharingan, Raikiri was said to be his only original jutsu by, Gai in part 1. No Sharingan means he can't read and predict his opponent moves and he heavily relied on that for tough foes. Gaara was fighting his Edo dad then helped Oonoki with Edo Muu then took on Edo 2nd Mizukage; after that he helped against Edo Madara for a bit before the other Kages came, got healed up and went on taking on 5 Susanoo's while helping Mei. Gaara would destroy Kakashi, the fact that Gaara can fly and his sand is capable of tanking C3 (Tbb level explosion), 5 Susanoo blades from Edo Madara, and Sasuke's Enton spikes; nothing Kakashi has is getting through Gaara's defense. Sure Kakashi is smart, more experienced, and more skilled in certain fields but what does that get him when Gaara flies high up, turn the battle field into a dessert and sand coffin Kakashi?

Mei can keep Kakashi away with boiling mist. She has earth, water, fire, lava, and boiling element while Kakashi has wind/water/fire/earth/ and lightning. Kakashi stated himself that his singular element jutsus are not a match against multi-element jutsus back when he used fire to try and block Kakuza's fire+wind. Mei also have more chakra than him and can use hidden mist more effectively as it was created in her village and she used it against Edo Madara.

Kakashi spent too many years mastering the Sharingan than on his own skills. He spent time learning many elements so he can make use of the Sharingan as his nickname is Kakashi of the Sharingan or copy ninja. He said himself he let his skills lower back in part 1; we see him get stronger base wise in shippuden but he's barely at Kage level in base. Naruto's base is Kage level of above that in the Last, 2 years after ch. 699.

He doesn't require the sharingan to do the techniques he has already copied. Sharingan just makes it easier to learn, after he has learnt the tech, there is no unlearning it. But true, mei and gaara would really give him a run for his money.
