Eg: Lightning Release: Lightning Beast Tracking Fang, or the one where he makes a shadow clone and joins the 2 Raikiri together.

I can't see him losing to an old Hiruzen or Tsuand even without the sharingan. So no I don't think he's the weakest.

He's copied plenty of different techniques, so losing Raikiri isn't the end of the world. He still has rasengan, and can use his lightning beast Jutsu and Lightning infused weapons. Plus he created a new purple lightning technique in the novels as his primary jutsu (cant remember the name).

He still retains his speed and intellect, and now has increased stamina with the loss of his constant chakra draining eye.

Jutsus he copied with the Sharingan, Raikiri was said to be his only original jutsu by, Gai in part 1. No Sharingan means he can't read and predict his opponent moves and he heavily relied on that for tough foes. Gaara was fighting his Edo dad then helped Oonoki with Edo Muu then took on Edo 2nd Mizukage; after that he helped against Edo Madara for a bit before the other Kages came, got healed up and went on taking on 5 Susanoo's while helping Mei. Gaara would destroy Kakashi, the fact that Gaara can fly and his sand is capable of tanking C3 (Tbb level explosion), 5 Susanoo blades from Edo Madara, and Sasuke's Enton spikes; nothing Kakashi has is getting through Gaara's defense. Sure Kakashi is smart, more experienced, and more skilled in certain fields but what does that get him when Gaara flies high up, turn the battle field into a dessert and sand coffin Kakashi?

Mei can keep Kakashi away with boiling mist. She has earth, water, fire, lava, and boiling element while Kakashi has wind/water/fire/earth/ and lightning. Kakashi stated himself that his singular element jutsus are not a match against multi-element jutsus back when he used fire to try and block Kakuza's fire+wind. Mei also have more chakra than him and can use hidden mist more effectively as it was created in her village and she used it against Edo Madara.

Kakashi spent too many years mastering the Sharingan than on his own skills. He spent time learning many elements so he can make use of the Sharingan as his nickname is Kakashi of the Sharingan or copy ninja. He said himself he let his skills lower back in part 1; we see him get stronger base wise in shippuden but he's barely at Kage level in base. Naruto's base is Kage level of above that in the Last, 2 years after ch. 699.

Except old Hiruzen was said to be the strongest of the 5 Kages in part 1 and at that time the Kages would be 4th Mizukage or Mei, A, Gaara's dad, and Oonoki. Kabuto states this after Hiruzen died, it's when he was taking care of Orochimaru who replied with Kabuto do you want to die? It's in the manga. So old Hiruzen is above Tsunade who is above Kakashi. MS Kakashi is above Tsunade but 3T and base are below Tsunade who can tank or counter Kakashi.

Base Kakashi can't use Raikiri on skilled ninja, as Minato told Kakashi and Kakashi told Sasuke, you need the Sharingan to make full use of Chidori to be able to counter the opponent's counter. Tsunade would just punch away any earth, fire, or water jutsus and tank lightning and wind (non cutting ones). Or she can summon Katsuya to shot acid everywhere. Also 1 punch to the floor can deal great damage or even kill Kakashi; same thing Sakura did to take out the mini Juubis which Hashirama said might be stronger than Tsunade's so Tsunade's blast is close to that sizes since Hashirama wasn't certain or it but gave a maybe.
