I can't see him losing to an old Hiruzen or Tsuand even without the sharingan. So no I don't think he's the weakest.
He's copied plenty of different techniques, so losing Raikiri isn't the end of the world. He still has rasengan, and can use his lightning beast Jutsu and Lightning infused weapons. Plus he created a new purple lightning technique in the novels as his primary jutsu (cant remember the name).
He still retains his speed and intellect, and now has increased stamina with the loss of his constant chakra draining eye.
But he hasn't lost Raikiri at all.
Sure he's unable to use it to it's full potential. But he was able to use it before he got the Sharingan, so he can use it afterwards too.
If not the standard one, we can use variants of it.
Eg: Lightning Release: Lightning Beast Tracking Fang, or the one where he makes a shadow clone and joins the 2 Raikiri together.
I can't see kakashi losing to mei or gaara. Even without the sharingan and raikiri, he supposedly has over 999 techniques to use.
