Well kage isn't technically a level, but he was considered to be the obvious choice to take over after Tsunade so yes.

I don't think he can defeat A or oonoki. Kakashi is a low Kage level.

Kakashi is defiantly a Kage level fighter but to go as far as to say he could beat every kage that's living now, that might be pushing it. Plus you have to consider that fact that while fighting Kakashi can only use his Mengekyo Sharingan about 3 or 4 times before it's to much and he over uses it.
