She was strong enough to hold them with her hair. It's those seals on their hands.

She tried to swap dimensions to drop them in lava. Failed.
She then tried to toss needles at them to shut off all their chakra points and kill them. Failed.
She then tried to rage naruto with some air punches. Epic fail.
She tried to absorb their chakra. Failed.
She almost got rekt and had to swap dimensions again to freeze them and try to drain them from there. Another fail.
She then gets desperate and seperates them... Currently on hold to failure.
She merged with the earth and tried to rek nardo. Another fail.

She's not holding back. She's been constantly trying her best to kill them with different techs but she keeps failing. She's just awful. The only person who's ever really been nerfed/nuked/held back is madara. He became juubi jin and kishi ijust made him forget all his mokuton, EMS and rinnegan abilities... In fact, by just being revived kishi made him forget everything he previously had as if Edo madara is some different person, rofl. Even preta path would've been useful like 99% of the time after he had his godou damas taken. Or what about shinra tensei/chibaku tensei; That would've been quite useful as a distraction against guy to just let him keel over.

She could've ended them with teleporting them straight into lava. She's heavily restricted by plot and that's why we're having some boring 'taking turns' right now. Kaguya uses something and then gives Naruto and Sasuke time to counter it, instead of a flurry of OP jutsu.

Umm ok, people give kaguya the "is holding back" treatment because she wants to absorb sasuke's and naruto's chakra? wtf
no one gave that to madara when he wanted his rinnegan, or when he wanted to complete infinite tsukuyomi.

kaguya is not that strong. she broke a PS, already been done. she pushed back naruto, already been done. maybe she isn't holding back, because right now it seems like she's scared of naruto or something and is just hiding in her s/t barrier.

Kaguya threw a nuke(tenpachii) at Naruto earlier when he was much weaker and survived. She had them high enough to do something about it. Sasuke could have easily put up Susannoo like with Mei.
