I don't think Kaguya was impressed by Obito... she viewed Madara as a higher level pawn, but a pawn nonetheless. To Kaguya, Madara is just another Indra incarnation... recycled throughout history, predictably fascinated with power, and easily manipulated. Obito was much the same, albeit less powerful and even more easily manipulated; to Kaguya, Obito is a joke; even Kaguya's puppet, Madara, could quickly manipulate Obito.
