I don't think Kaguya was impressed by Obito... she viewed Madara as a higher level pawn, but a pawn nonetheless. To Kaguya, Madara is just another Indra incarnation... recycled throughout history, predictably fascinated with power, and easily manipulated. Obito was much the same, albeit less powerful and even more easily manipulated; to Kaguya, Obito is a joke; even Kaguya's puppet, Madara, could quickly manipulate Obito.

Black Zetsu wanted to mock Madara by informing him that, contrary to Madara's belief, Madara was not the all-powerful mastermind; Madara was, in fact, a victim of the very system he believed he had controlled/surpassed.

Kaguya was telling Madara he was no better than Obito i.e. she was calling him arrogant for believing so.

If Madara had helped Obito activate IT instead of trying to steal the power for himself, this manga would've been over by now. But Madara's greed and arrogance was his ultimate downfall.
