Let me start out by saying that Itachi is easily one of the smartest shinobi in Naruto. This in turn, grants him a huge advantage with his already overwhelming techniques. If his techniques were given to a less intelligent shinobi, they wouldn't be utilized as well as Itachi could utilize them. Speaking of techniques, lets look at some of them.
-Susanoo
-Amaterasu
-Tsukuyomi
-Genjutsu in general
Itachi is great with all of these techniques. Hand in hand with his intelligence, he proves to be an incredible fighter when fought one on one.
Here is where I draw the line with him though. These techniques grant him amazing power in one on one matches, but against numbers, Itachi wouldn't do all too well.
Looking at a good amount of the Itachi vs [Insert Ninja] threads, I get an idea that the other person is usually at a huge disadvantage due to Itachi's genjutsu let alone his other techniques. However, these same genjutsu techniques would prove almost useless against numbers.
Any fight Itachi has had in the manga where he absolutely owned the other person were one on one fights for the most part. Fanboys like to hype Itachi for this reason, he can defeat a lot of people one on one pretty easily.
However, Itachi doesn't rank too high for being able to attack multiple people efficiently, especially when most of his techniques single out one enemy.
I have a feeling that a lot of ninja could do better fighting against multiple people than Itachi could, and this is why I feel Itachi is a bit overrated.
