Maybe...It depends...Some kages maybe,but some maybe has only one but use it very well

i think it depends on the kage themselves.. Tsunade seems to have none.

1 Hokage- Earth & Water
2 Hokage- Water
3 Hokage- Fire, Earth, Water, Lightning
4 Hokage- Lightning
5 Hokage- ???

I think that somewhere in the manga we have been told that a jounin needs to have at least 2 elements, so I doubt Tsunade has only one. I'm not sure about 3 elements, but given that, kages should have at least 2.
