Is hulk the only retarded super hero

In my top 5 list of super heroes hulk is in it but I've never considered hulk is just a retarded person with extremely retarded strength I'm surprised hulk can even say the word smash coherently. Is hulk the only mentally handicapped hero out there besides naruto luffy and goku and most shounen lead protagonists.
