The only one who's temporarily strong is kakashi, other than that, Gai has access to the 8th gates any time, Naruto has access to his bijuu powers any time, sasuke does as well, madara's rinnegan isn't temporary, neither were hagoromo or hamura's powers, or indra and asura's they were all usable throughout their lifetime.
Unless you want to argue that mokuton > bijuu regardless of the power of said bijuu (in which case yamato > any jinchuriki), then no hashirama doesn't win solely because his mokuton can bind wild bijuu. Naruto has not only escaped from being absorbed using just a shunshin, but hashirama's most powerful mokuton bar shinsuusenjuu can't even withstand the force of a normal tailed beast bomb. Hashirama's only shot at beating 50% BSM Naruto would be to bring out the buddah, his lesser mokutons get fodderized by bijuudamas or rasenshurikens, and in the unlikely event that naruto does get caught, he just shunshins out. 100% BSM Naruto has defeated a guy who could casually cut the moon in half, and that's without even using the kurama avatar to fight. Hashirama has no business against those kinds of opponents.
