OT: Yes and no? He is still one of the strongest ever. But the current strongest are Naruto and Sasuke. Even pre rikudo powerups they were still the most powerful living duo on the field besides Obito.

Why are people assuming he didn't receive a powerup? He is Ashura's transmigrant after all. I hardly think that Madara could unlock his EMS powers through being Indra's transmigrant while Hashirama didn't get his capabilities from Ashura. I doubt that Hashirama's 9 tails-level chakra is natural, and the fact that his descendants didn't get wood style would imply something (like Ashura) happened to make him the only one who can use it. Zetsus use wood style, and have cells identical to Hashirama. Hashirama obviously had to have had some powerup relating to the holy tree and the zetsus.

Edit: also, how do you explain that the only 2 known masters of senjutsu (who can maintain it) are Naruto and Hashirama, who are both transmigrants?

Hashirama isn't the only non-Jin to have bijuu-level chakra levels. Kisame did too, Hiruzen was implied to, Jiraiya had ridiculous chakra levels too.

Who knows how the wood release occurred(I don't think we know how any bloodlines outside of the doujutsus occurred), but his chakra levels don't necessarily have to be from a "power up".

The only one who's temporarily strong is kakashi, other than that, Gai has access to the 8th gates any time, Naruto has access to his bijuu powers any time, sasuke does as well, madara's rinnegan isn't temporary, neither were hagoromo or hamura's powers, or indra and asura's they were all usable throughout their lifetime.

Unless you want to argue that mokuton > bijuu regardless of the power of said bijuu (in which case yamato > any jinchuriki), then no hashirama doesn't win solely because his mokuton can bind wild bijuu. Naruto has not only escaped from being absorbed using just a shunshin, but hashirama's most powerful mokuton bar shinsuusenjuu can't even withstand the force of a normal tailed beast bomb. Hashirama's only shot at beating 50% BSM Naruto would be to bring out the buddah, his lesser mokutons get fodderized by bijuudamas or rasenshurikens, and in the unlikely event that naruto does get caught, he just shunshins out. 100% BSM Naruto has defeated a guy who could casually cut the moon in half, and that's without even using the kurama avatar to fight. Hashirama has no business against those kinds of opponents.
Hashirama's wood golem caught a TBB with one hand. Hashirama is clearly the naturally strongest shinobi

Hiruzen was likely referred to as God of Shinobi for his ability to use all 5(well, 7 counting Yin/Yang) elemental abilities at an elite level(something unheard of), on top of his kindness/generosity towards others.

It's also important to remember the phrasing Orochimaru uses when he calls each of them God of Shinobi.

What he said to Hiruzen was he who was HAILED as God of Shinobi

Meaning he is not calling him a God himself, he is saying Hiruzen had been praised as such, likely by the people of Konoha.

What he said to Hashirama is completely different. He straight up refers to him as the God of Shinobi.

It kind of does. Naruto and Sasuke's chakra is their main weapon, and it's a "power up." Ashura and Indra can grant more powerful chakra that operates outside of lineage. Madara and Sasuke's straight-comma sharingan is proof of such a thing. It's by no stretch of the imagination that Hashirama's abnormal charka for a senju and his wood style comes from Ashura. If nothing else, his senjutsu comes from Ashura. I have a hard time swallowing that the only 2 full masters of it are Naruto and Hashirama, whom are both transmigrants of Ashura, and all others are more or less, inferior or failures. Too much of a coincidence.

Samehada had nothing to do with Kisame's base chakra levels, that I can recall.

Hiruzen's battle strategy always included using a lot of clones(as well as using things like shuriken clones), as well as being able to use 5 shadow clones and all 5 elements at the same time despite being in his old age. I know he was edo, but from my memory/understanding edo doesn't change the amount of chakra you have in your body, you're just capable of replenishing it after you use it.

No real argument on Jiraiya, just pointing out he had what was probably considered super human chakra levels as well, even among ninja. He was able to create a swamp big enough to capture a giant snake when he was still under the effects of being drugged by Tsunade.

Again, it's not out of the realm of possibility that Hashirama received some kind of power up from someone, but I don't think his chakra levels are necessarily a clue/piece of evidence that he was, given instances of other shinobi having some incredible chakra levels as well(Another guy to bring up is Onoki. Guy was damn near 80 and he was firing off ridiculous sized jinton even after being in battle for a long period of time).

Nope, it's unfair to compare prime Hashirama to 16year old Naruto.
Naruto has the most.
If large amounts of chakra are required to use Senjutsu how much did Naruto use to control what he absorbed VoTE 2. :p

Well if you want to get technical, he is Ashura's reincarnation and Mokuton is basically the body of the Juubi (Shinju), then he's not really "non-enhanced" but prior to the Rikudou handouts and Obito and Madara leeching off the Juubi, he indeed was the most powerful.

Hashirama never shown any five elemental use of the buddah.

He hasn't even been seen using flower tree either.

I would jump the gun and say Hashirama is the strongest Shinobi

Indra, Ashura, Sasuke, and Naruto are another prime example of people that will have no problem beating two prime sm Hashirama if they had to.
